Longboarding illegal in Vic?

Was just riding my longboard along a sidewalk
in Victoria and two cops came up to me and
grabbed my board saying it was illegal and a
$60 fine. I argued and they gave it back, but I
have seen hundreds of people boarding downtown
and I'm not sure if there actually is a law or
if the cops were just fucking with me. Anyone
know?
